There are 15 Offset Agreements in defence deals signed during the last five years, details of which are tabulated below:

With nine international vendors, a total of 15 offset agreements total 1.86 billion USD in committed offset from 2017 to 2022. We cannot give further information because it is confidential and strategic in nature. The overall proportion of claims that have been satisfied out of the 15 Offset Agreements is 175.48%. Nonetheless, some of these Offset Agreements still have a specific liability that is outstanding of Rs 89.08 crore.
The vendors have not carried out their necessary offset duties in three Offset Agreements over the aforementioned period. Penalties have been applied to the defaulting vendors for unfulfilled offset obligations in accordance with the relevant rules of the Defence Offset Guidelines and the appropriate Defence Procurement Process.
