Troop Comforts Limited (TCL) would receive Rs 550.64 crore in financial assistance from the government in the fiscal years 2021–2022 (from January 1, 2021 to March 31, 2022) and 2022–2023 following the corporatization of the former Ordnance Factory Board (OFB). Wet processing (chemical fabric refinement), dyeing (application of color/shades), and printing are all steps in the process of making the cloth for a newly designed digital fighting uniform (of design). The stitched clothing is made up until the final stage, which is garmenting.
The Digital Camouflage Pattern has been granted Intellectual Property Rights (IPR), and it is effective as of wet processing. To strengthen manufacturer accountability and reduce unauthorised proliferation, this specific qualifying requirement was added to the Request for Proposal (RFP).
Additionally, the procurement process is an Open Tender Enquiry (OTE), and sufficient time was given to each bidder—including TCL—before the bid was opened to verify compliance with the OTE’s requirements.
